The construction is meant to allow humanitarian aid to bypass Israeli restrictions on land convoys into the besieged strip. The facility is meant to include an offshore platform to transfer aid from ships, and a floating pier to bring the aid to shore. But aid workers say, and defense officials have acknowledged, that the maritime project is not an adequate substitute for land convoys. The floating pier is being built alongside an Army ship off the Gaza coast. Army ships are large, lumbering vessels, so they have armed escorts, particularly as they get within range of Gaza’s coast, defense officials have said.

Instead, the Israel Defense Forces will partner with the US military to anchor the causeway to the shore in Gaza “on day one,” the military official said. Dire humanitarian situationThe pier’s construction comes as the humanitarian situation in Gaza has become dire, a senior administration official said Thursday. The official confirmed that USAID will be working with the UN to distribute the aid once it reaches Gaza. Two command and control cells have been set up to facilitate the delivery of the aid via the pier, the military official said. The US role in the effort has been complex, with the military carrying out a high-stakes construction mission in a warzone and diplomats helping to organize a dangerous and highly politicized aid distribution operation.

Kyiv used these long-range missiles to batter Russian helicopters in multiple strikes last year. T South Korean Defense Ministry via Getty ImagesThroughout the war, Ukraine has routinely pressed Washington to provide ATACMS so it could hit high-value Russian targets deep behind enemy lines. Kyiv used the M39 ATACMS variant in those attacks. Regardless of the variant, the arrival of additional ATACMS will likely compel Moscow to change its strategy and tactics. While the statement did not specifically mention ATACMS, it said the package contains "additional ammunition" for the HIMARS, which could include ATACMS.

The Ukraine aid bill, passed in the United States’ House of Representatives on Saturday, is now due to go to the Senate on Tuesday. At the top: artillery shells and air defense systems. “To win, we need ammunition… our artillery is starving,” an artillery reconnaissance commander with the 110th mechanized brigade, callsign “Teren,” told CNN after the vote on Saturday. While Ocheretyne itself is of no strategic value, it sits on a ridge, making it a desirable military target. “We need front-line air defense as much as we need protection for our cities and villages,” Zelensky said.

The 52-year-old American, an 11-time world champion, missed the World Surf League’s mid-season cut after losing to compatriot Griffin Colapinto – a man 27 years his junior – in the round of 32 at the Margaret River Pro. This time “feels like the end,” Slater told World Surf League Monday. Slater’s era of dominance began in 1992, when, at age 20, he became the youngest ever men’s world champion, a record he still holds. “It’s been an incredible lifetime of memories,” Slater said at Margaret River on Monday. CNN —Scottie Scheffler clinched his second Masters title in style on Sunday, cementing the American’s status as the preeminent force in men’s golf. I love you,” Scheffler replied when asked by Augusta National chairman Fred Ridley if he had a message for his wife. CNN —The Biden administration is close to approving the sale of as many as 50 American-made F-15 fighter jets to Israel, in a deal expected to be worth more than $18 billion, according to three people familiar with the matter. Since Hamas’ attack on Israel in October, which killed over 1,200 Israelis, the US has made more than 100 foreign military sales to Israel. Most of those have fallen under the specific dollar amount that requires a notification to Congress, an official familiar with the matter previously told CNN. A congressional aide told CNN that House Foreign Affairs Committee Chairman Michael McCaul has also approved the transaction to proceed to formal congressional notification. “What you hear about the frustrations within the administration over the Israel policy, it is real,” one US diplomat told CNN on condition of anonymity.

For the increasingly tense U.S.-Israel relationship, the fallout from passage of the U.N. cease-fire resolution was immediate, as Prime Minister Benjamin Netanyahu said Monday that he would not send a planned high-level delegation to Washington for meetings with U.S. officials. But on Monday, when the Security Council took up a less strongly worded resolution, calling for a cease-fire for the holy month of Ramadan, the U.S. representative abstained, allowing the measure to pass. Mr. Gallant, before meeting with Mr. Sullivan, gave no sign Israel would agree to a cease-fire. He reiterated the administration’s position that before going into Rafah, Israel must have a detailed plan to protect, shelter and feed the civilians there. The U.N. resolution and the American role in it drew angry responses from far-right elements of Israel’s government.

Gallant will be told that the various cases of weapons sales are being worked on, a senior administration official told CNN. “There is scrutiny, but no policy decision to deny” the provision of additional weapons to Israel, the official told CNN. But the defense secretary’s position on providing weapons to Israel has not shifted much since the war began, officials said. “If there is one, that would be something we would want to hear,” said the senior administration official who added that consequences for ignoring US urgings are increasingly being considered. Austin also told Gallant last week that Israel needs “to consider alternatives to a major ground operation in Rafah,” according to a Pentagon readout of their call.

Now, the company is betting on cancer drugs to help it regain its footing after a rocky year marked by the rapid decline of its Covid business. That $43 billion Seagen acquisition doubled Pfizer's oncology drug pipeline to 60 different experimental programs. Some analysts noted that it might take a few years for some of Pfizer's cancer drugs in mid-stage development to show pivotal clinical trial data and become less risky. Revenue from the blockbuster breast cancer drug Ibrance and prostate cancer treatment Xtandi, which Pfizer shares with Astellas Pharma, has declined over the past year. They are among the most expensive prescription drugs in the U.S. Before the Seagen deal, 94% of Pfizer's cancer products were small-molecule drugs.

These Oscar Snubs Still Rile Up Readers

When I asked readers, ahead of the Academy Awards on Sunday, if they were still mad about an Oscar snub, boy, did I get an earful. Technically a snub involves a film or an artist (or a song or any other possible contender) that was overlooked altogether at the awards. But a nominee losing to an unworthy rival was also fair game, and readers took both slights to heart. Here are the lightly edited responses:‘Saving Private Ryan’Steven Spielberg’s World War II drama lost best picture to the period romance “Shakespeare in Love” in 1999. Distribution of humanitarian aid from the United Nations Relief and Works Agency, or UNRWA, in Rafah, Gaza, earlier this week. But aid workers say that the maritime project is not ambitious enough to alleviate the humanitarian disaster unfolding as Israel continues to bombard the Gaza Strip. The floating pier, General Ryder said, would be built and assembled alongside an Army ship off the Gaza coast. Israeli officials have denied they are hampering the flow of aid, saying the United Nations and aid groups are responsible for any backlogs. “We want to see the amount of aid going via land increase significantly,” General Ryder said.

The authorities in Gaza said at least five Palestinians were killed and several others were wounded on Friday after packages of humanitarian aid that had been airdropped fell on them in Gaza City. A video, circulating on social media and purporting to depict the incident, shows a plane releasing parachutes carrying aid packages over northern Gaza. They have urged Israel to open up more border crossings and to speed up inspections of the aid shipments. But dangers posed by failed parachutes and falling pallets of food, water and other aid are also a major risk in airdrop operations. On Sunday, he said, he bought three bags of food at a market that had been airdropped by the United States.
